In eastern county of San Diego, but owned by the City of San Diego, there is a drinking water reservior that allows boating, jet skiing, and fishing. The El Capitan reservoir is patrolled by rangers, whom I had the opportunity to go on a ride along with.

As you arrive at the reservoir, follow the paved road down to the parking lot near the docks. If you did not bring a boat or jet ski with you, they are available to rent at the dock.

Once in a watercraft, head towards the only island on the reservior. Please pay close attention to the rules of the water! Dock your craft on the south side of the island (if you have a jetski, you will have to dock on the south side) near the large boulder that seems to be sitting just a part from the others. Head up the slope and look for a cluster of rocks on your left. Here you will find a rather low lying rock with a slit in the middle, running horizontally. It is here you will find it.
