In 1848, a man named William Wills came to Texas from Tennessee. He settled on what was titled "Goverment Vacant Land" in the newly annexed Texas. This land was owned by the state and obtainable by settlers living on a tract for 3 successive years. He was the first setler to come to this area. He built a log cabin and settled on a point of timber between the sabine and trinity rivers. In the 1870's the town was officially named after him.
