The Morcom Rose Garden is also known as the Oakland Municipal Rose Garden. It is located at 700 Jean Street, which is off Grand Ave, just a little north of the I580. Here are directions to get there from San Francisco:
Take Highway I-80 East ramp towards Oakland.
Merge onto I-80 East.
Take the I-580 East exit towards CA-24/Downtown Oakland/Hayward Stockton.
Merge onto I-580 East.
Take the Grand Avenue/Lakeshore exit.
Merge onto MacArthur Boulevard and turn left onto Grand Avenue, the first street off of the freeway ramp.
Turn left onto Jean Street.
Enter the garden between the tall white columns, and walk straight ahead. After you pass the large pool, you will see that somebody thinks there will be good mothers at least until 2059. After you cross the space reserved for the 2050s, you will rise 12 times. Turn to the left and walk around the edge of the garden. There will be options to go up or down, but don't do it yet. You will come to a place where there will be former trees on your left and on your right. The one on the left has its bottom facing you. If you look under the other end, the end pointing toward the main part of the garden, you will find the letterbox.
